Theory of Constraints optimization identifies the part of a system that most limits its current goal, then coordinates work around that constraint before adding capacity. The method focuses improvement on system throughput rather than maximizing utilization at every local step.

A constraint may be a role, decision, queue, policy, system, information dependency, or market condition. Measurement must reflect the whole flow because improving a non-constraint can create more work-in-progress without improving the outcome.
